Node positions show the formal ownership/control chain (solid lines). Dashed pink lines and the 📍 address marker expose relationships a corporate chart alone would hide: the same officers and the same registered address recurring across entities presented publicly as separate. The ~2,058-acre assemblage spans 9 Caldwell CAD parcels across two ownership entities. Historically, all of it sat within the City of San Marcos's Extraterritorial Jurisdiction (ETJ) - the original 2019 agreement is literally named the "Chapter 380 Economic Development Incentive and ETJ Development Agreement." Only a fraction has actually been annexed into the city limits: Ordinance 2019-01 annexed ~733.6 acres (as later corrected by a Nov 2024 technical amendment; originally 734.6 acres) and Ordinance 2024-27 annexed a separate 7.553-acre road strip for Energy Parkway, for a combined ~741 acres in city limits. A companion ordinance passed the same night as Ord. 2019-01, Ordinance 2019-02, rezoned that same ~734.6-acre footprint to Heavy Industrial - both ordinances were originally proposed at first reading for a larger ~934.34 acres, then both reduced to the identical smaller footprint at second/final reading. A much larger annexation attempt in 2023 (Ord. 2023-32, ~619.755 acres, paired with a rezoning of ~588.821 acres to Heavy Industrial) was formally withdrawn by the developer in June 2023 and never took effect. The remaining acreage - roughly 1,300+ of the ~2,058 total - stays in unincorporated Caldwell County, outside City zoning jurisdiction entirely. The site's records don't map the annexed ~741 acres onto specific CAD parcel boundaries, so it isn't possible to say from this site's sources exactly which of the 9 parcels are fully inside city limits versus only partially so.
Coverage under the governing Development Agreement (originally 2019, amended 2023) tracks ownership, not jurisdiction: it applies to all 8 parcels held by Franklin Mountain San Marcos I, LP, regardless of whether those parcels sit in the city or the county. It explicitly excludes the ~72.834-acre parcel (CAD ID 28052) held separately by Franklin Mountain San Marcos 75, LP - see the Permitted & Prohibited Uses page for what that means for that parcel. That parcel's historical ETJ status isn't independently confirmed by a source on this site, unlike the other 8 parcels, which are directly tied to the 2019 ETJ Development Agreement.
